Faculty Athletics Representative
A member institution shall designate an individual to serve as Faculty Athletics Representative (FAR). An individual so designated after January 12, 1989, shall be a member of the institution's faculty or an administrator who holds faculty rank and shall not hold an administrative or coaching position in the Department of Intercollegiate Athletics. Duties of the FAR shall be determined by the Chancellor. Duties of the FAR will vary from institution to institution. A copy of the NCAA Faculty Athletics Representative Handbook, listing duties, is available in the Office of the Director of Athletics and online at www.NCAA.org.
Role of the Faculty Athletics Representative
The Faculty Athletics Representative is appointed by the Chancellor and reports directly to the Chancellor. The responsibilities include:
- Serve as advisor to the Chancellor and the Director of Athletics on all matters related to Intercollegiate Athletics.
- Serve as the institutional representative to the NCAA and Sun Belt Conference.
- Provide liaison between the University faculty, administration, and the Department of Intercollegiate Athletics.
- Serve as a Chair of the Athletic Council.
- Participate in the review of compliance procedures.
- Present reports to the University Senate.
- Serve as the University's Faculty Representative to the NCAA and the Sun Belt Conference.
- Attend Faculty Athletic Representative Association (FARA) meetings, Sun Belt Conference meetings, and NCAA meetings, as often as possible.
- Play a major role in any NCAA athletics certification program reviews.
- Be directly involved in matters that potentially involve major violations of NCAA rules.
- Meet at least twice a semester with Compliance Officer and Registrar's representative in charge of eligibility to review student-athlete eligibility, academic standings.
- Meet at least once a semester with the Director of Student-Athlete Support Services to review general academic and welfare issues.
- Administer coaches certification examinations.
Role of the Director of Athletics
The Director of Athletics reports to the Chancellor. The compliance responsibilities include:
- Implement the Department's commitment to institutional control.
- Oversee, emphasize, implement, and support a strong, vigilant compliance program.
- Evaluate the effectiveness of the compliance program.
Role of the Director of Compliance
The Director of Compliance reports to the Director of Athletics and has direct access to the Chancellor as needed. The responsibilities include:
- Guide and monitor the administration and compliance of all NCAA, Sun Belt Conference, and UNO athletics-related rules and regulations, including the completion and distribution of forms and reports.
- Coordinate all rules education efforts and provides rules interpretations.
- Report secondary violations and inform the Faculty Athletics Representative and the Director of Athletics of secondary violations and potential major violations.
- Acts as the liaison between the coaches and the offices of Admissions, Registrar, and Financial Aid.
Role of the Head Coaches
The Head Men's Basketball, Women's Basketball, Head Baseball, and Head Volleyball coaches report to the Director of Athletics. All other Head Coaches report to the Associate Athletic Director. The compliance responsibilities include:
- Maintain a records system as required through the Office of the Director of Athletics.
- Monitor the activities of assistant coaches and players for rules compliance.
- Report possible secondary or major violations to the Director of Compliance
- Keep his/her staff informed of the rules and regulations of the NCAA, Sun Belt Conference, and the Department of Intercollegiate Athletics.
- Keep his/her staff advised of the policies and procedures of the Department of Intercollegiate Athletics and University.
Role of the Director, Student-Athlete Support Services
The Director of Student-Athlete Support Services reports to the Assistant Athletic Director for Student-Athlete Eligibility and Development/SWA. The compliance responsibilities include:
- Responsible for monitoring and tracking continuing eligibility: satisfactory progress, percentage of degree requirements, progress towards degree completion, full-time registration and enrollment, declaration of major, documentation of change of major, summer school course approvals, administrative and self-initiated drops, UNO academic requirements and procedures.
- Assist the Director of Compliance and Certifying Officer in obtaining information from student-athletes in regards to initial eligibility.
- Responsible for preparing year-end academic reports and submitting reports to the Director of Athletics, SWA, and Athletic Council.
- Prepare year-end academic honors for Sun Belt Conference (e.g., All Academic Honor Roll, Commissioner's List)
Role of the Registrar
The Registrar reports to the Associate Vice Chancellor for Enrollment Management. The Compliance responsibilities include:
- Monitors the academic eligibility of all student-athletes as defined by the University and the NCAA rules and regulations.
- Insures with the assistance of the college counselors and the Director of Student-Athlete Support Services (SASS) that courses taken by student-athletes satisfy progress for their particular academic programs.
- Works with the Compliance Officer and the Admissions Office in the recruitment of athletes to ensure that the academic requirement of each athlete meets UNO admission criteria and NCAA standards for eligibility.
- Monitors mid-term reports for first-time freshmen athletes.
- Conducts registration for all student-athletes.
- Prepares UNO, Conference, and NCAA eligibility lists for the appropriate signatures.
- Reviews and reports the data necessary for completion of the annual IPEDS reports as they relate to the athlete cohort and graduation rates.
- Prepares the Supplemental NCAA graduation rates report annually.
- Prepares any other reports required by the NCAA, Conference or the University as needed.
Role of the Director of Student Financial Aid
The Director of Student Financial Aid reports to the Associate Vice Chancellor for Enrollment Management. The Chief Coordinator of Scholarships, reports to the Director of Student Financial Aid and works with the Athletic Department to ensure compliance. The following compliance responsibilities include:
- Serve as the liaison to the Department of Intercollegiate Athletics to facilitate compliance with NCAA financial aid regulations.
- Coordinate, process and monitor all athletic aid for student-athletes.
- Oversee the federal and the NCAA compliance procedures as it relates to the consideration and awarding of the athletic scholarships and Title IV aid.
- Establishes ongoing audit-readiness procedures; reviews all audit issues, and determines corrective actions in response to any audit findings.
- Chair the Financial Aid Appeals Committee which hears the appeal of student-athletes whose athletics grant is canceled, reduced or nonrenewed.
Role of the Director of Admissions
The Director of Admissions reports to the Associate Vice Chancellor for Enrollment Management. The compliance responsibilities include:
- Responsible for interpreting and implementing admission policy in accordance with NCAA athletic compliance and the stated mission of the university.
Role of the Athletic Council
The Athletic Council represents each of the academic colleges and the administration. The Council reports to the Chancellor and to the University Senate. The compliance responsibilities include:
- Advise the Chancellor, Faculty Athletics Representative and the Director of Athletics regarding athletics issues.
- Provide oversight and recommendations regarding the policies and procedures of the Department of Intercollegiate Athletics.
